The Influence of Counselor Competence and Rehabilitation Program Quality through Learning Motivation on Client Compliance at the BNN Tanah Merah Rehabilitation Center

Abstract
Client adherence during drug rehabilitation remains a critical issue in ensuring effective recovery outcomes in Indonesia. This study investigates the effects of counselor competence and rehabilitation program quality on client adherence, considering learning motivation as a mediating factor. The research was carried out at the Tanah Merah Rehabilitation Center of the National Narcotics Board (BNN) using a quantitative design and path analysis. The results indicate that both counselor competence and program quality significantly increase learning motivation, which subsequently enhances client adherence. Counselor competence directly affects adherence, while program quality influences it indirectly through learning motivation. The determination coefficient (R²) of 0.712 indicates that the proposed model explains 71.2% of the variation in client adherence. These findings emphasize the importance of strengthening counselor competence and developing rehabilitation programs that cultivate learning motivation as key strategies to improve adherence and achieve better recovery outcomes.
