Analysis of Competency-Based Educational Staff Planning Strategies for School Digital Transformation

Abstract

The digital transformation in the education sector requires the readiness of human resources, particularly educational staff, to adapt to technology-based management and learning systems. However, many schools still face challenges in planning human resources that are not yet focused on strengthening digital competencies. This study employed a literature review method, analyzing ten national and international journal articles published between 2020 and 2025 related to competency-based educational staff planning and digital school transformation. A descriptive-comparative analysis was conducted to identify strategic patterns, competency frameworks, and policy implications. The findings reveal that competency-based planning strategies for educational staff consist of six core components: digital competency mapping, gap analysis, competency-based recruitment, continuous professional development, competency-based performance evaluation, and digital leadership support. Implementing these strategies enhances HR management effectiveness and accelerates digital transformation in schools. The study emphasizes that the success of school digital transformation depends not only on the availability of technological infrastructure but also on the readiness and competencies of educational staff in managing change. Therefore, national policies should integrate digital competency frameworks into educational HR planning and development. Competency-based educational staff planning is a crucial strategy to strengthen schools’ readiness for sustainable digital transformation and adaptability to technological advancements in education.
